The Failure of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are issued from different nations. Immense energy is allocated on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from enemy soil, a capacity enabled by up-to-date information. From witness perspectives, defense planes that had been dispatched to counter approaching cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems engaged: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, most likely delivered by Western nations. Every launch shakes the surroundings, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: perhaps the incoming missile won't cause damage this time, sparing the city from devastation and further power outages.

Persistent Threats

Soon after, a heavy machine gun engaged a drone close by, part of a rapid response unit – most likely Western-made equipment. Sadly, the bullets missed the hostile drone – it maintained course toward its destination.

Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, devastation and heating outages in many homes as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a dependence that neighboring countries are evidently unprepared to fill in the near term.

Failed Diplomacy

The detailed framework from US administration sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new approach from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This cycle will, no doubt, continue.

Strategic Calculations

It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unfeasible to force Russia to relinquish the areas that it currently occupies in Ukraine's south or east.

The issue is that while accepting these circumstances, Washington does nothing to discourage Russia, through diplomacy or military means, from thinking that the situation will not shift further in its benefit in the near future.

Opposing Positions

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a complete military breakdown until situations evolve in its advantage.

Existing Situation

Factually, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: personal goals to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their focus does not shift toward internal issues. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These opposing factors are guiding negotiations.

Assessment and Future

It took a mere seven days to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
